Split into two major centers of culture, the Norn fight on one day hoping to reclaim their lost homeland. Before we begin to consider Norn names, the one looming thing to consider, is family. Norn in general do not have a concept of family names a bit like the Luxons.

Guild Wars 2
Jora is a younger Norn , beset by tragedy. Like most of her generation, she has been seeking to establish her name and reputation. Only the hunters of the greatest prey are considered worthy among her people, and as such, she and her brother Svanir trekked through the icy uplands and valleys seeking the most challenging prey. On one of their hunts, Jora and her brother encountered a great, dark power, and were transformed by it. She lost her Nornish ability to shapeshift into bear form, while her brother suffered a darker fate. Now without a family or homestead, she hunts across the Norn lands of the Far Shiverpeaks seeking redemption of her name and forgiveness by the Bear Spirit. To achieve her goals, she will undergo any ritual, achieve any quest, and seek any treasure needed. She will even accept the help of humans. Complete the Curse of the Nornbear quest at Sifhalla and Jora will join your party.

Since a "free existing names, I can't find a good name" thread pops up about once a week, I decided to make a guide on how to find a good name with only a few tries. The idea is to create names that fit the world of Tyria and could even be NPC names. Keep in mind that different Races actually have different difficulty-levels when generating a name. It's more difficult to find names for Sylvari and Asura who only use 1 name most of the time than it is to find names for the other races. The easiest by far are norn. One of these is your First Name. To the other name you add "sson" if your character is male, "sdottir" if she's female. That's your Last Name. You can also pick some kind of title as a Last Name. Therefore it seems fitting to pick a nice medieval name.
